Dr. Djangrang Sende Participates in the Second Conference of Speakers of Parliaments in Cambodia and Highlights the Importance of Parliamentary Diplomacy in Building Peace

H.E. Dr. Djangrang Epanete Sende, Speaker of the International Parliament for Tolerance and Peace (IPTP), participated as part of the delegation of the Global Council for Tolerance and Peace (GCTP) in the Second Conference of Speakers of Parliaments, held in the Cambodian capital, Phnom Penh, with the participation of a distinguished group of parliamentary speakers and delegations from around the world.
During the conference, H.E. Dr. Sende delivered the address of the International Parliament for Tolerance and Peace. At the outset, he expressed his appreciation to the Kingdom of Cambodia and its leadership for their warm hospitality, commending the initiative to bring parliamentary leaders together around the theme, “Solidarity for Peace and Shared Prosperity: Strengthening International Law and Resolving Conflicts through Peaceful Means.”
Dr. Sende emphasized that the conference was taking place at a time when the international community is witnessing increasing conflicts, geopolitical tensions, and economic and social divisions. He stressed that parliaments cannot limit themselves to the role of observers, but rather have a responsibility to keep channels of dialogue open, particularly when communication between states becomes increasingly difficult.
He highlighted the importance of parliamentary diplomacy in building bridges of trust, bringing viewpoints closer together, and strengthening dialogue. He also stressed the need to uphold the rule of international law and ensure its equal application to all without discrimination, thereby preserving confidence in the international system and strengthening multilateral action.
H.E. Dr. Sende further stressed the need to make conflict prevention and peaceful settlement a permanent political priority through mediation, negotiation, preventive diplomacy, and dialogue among peoples. He underscored that sustainable peace is closely linked to shared prosperity, social justice, and access to education, healthcare, employment opportunities, and development for all.
The Speaker of the International Parliament for Tolerance and Peace also affirmed that tolerance represents the ability to live together while respecting differences. He called for confronting hate speech, extremism, misinformation, and social divisions, while promoting a culture of dialogue, respect for religions, cultures, and civilizations, and spreading a culture of peace.
He also called on parliaments to translate international commitments into national legislation and policies that support conflict prevention, education, development, and social cohesion, while activating parliamentary diplomacy as an effective tool for building trust, rapprochement, and peace.
In concluding his remarks, Dr. Sende reaffirmed the commitment of the International Parliament for Tolerance and Peace to continue working alongside parliamentary institutions that choose dialogue over confrontation, cooperation over isolation, tolerance over hatred, and peace over violence.
He also called for translating the outcomes of the conference and the Phnom Penh Declaration into practical steps that serve peoples and contribute to building a better future.
