Global Council for Tolerance and Peace and City University of Ajman Convene International Conference on Legal Dimensions of Combating Hate and Promoting Tolerance and Peace

The Global Council for Tolerance and Peace, in collaboration with City University of Ajman, organized an international academic conference under the theme: “Legal Dimensions of Combating Hate and Promoting Tolerance and Peace.

”The event was attended by H.E. Ahmed bin Mohammed Al Jarwan, President of the Global Council for Tolerance and Peace; H.E. Sheikh Engineer Salem bin Sultan bin Saqr Al Qasimi, Chairman of the Department of Civil Aviation and Chairman of the Board of Ras Al Khaimah International Airport; Mr. Imran Khan, President of City University of Ajman; H.E. Mohammed Al-Yamahi, President of the Arab Parliament; H.E. Ambassador Yacoub Al Hosani, Advisor to the UAE Minister of Foreign Affairs for International Organization Affairs; H.E. Counselor Yousef Badr Al-Mashari, official representative of the League of Arab States; H.E. Dr. Khalid Al Ghaith, Secretary-General of the Higher Committee for Human Fraternity; and H.E. Maria Camilleri Calleja, Ambassador of the Republic of Malta to the UAE.

In his remarks, H.E. Sheikh Salem bin Sultan Al Qasimi emphasized the United Arab Emirates as a global model for peaceful coexistence, tolerance, and harmony among nations. He praised the UAE’s pioneering initiatives, which have made it a beacon of human fraternity and a sanctuary of peace, where the values of tolerance radiate across the world. He highlighted that the UAE has enacted legal frameworks to combat hatred, extremism, and discrimination, and now ranks among the top 20 nations globally across eight competitiveness indicators related to tolerance and coexistence.

In his keynote address, H.E. Ahmed Al Jarwan affirmed that the conference marks a significant milestone in steering scientific research in the Arab world toward addressing hate speech and fostering a culture of tolerance. He noted that the event represents the second milestone of collaboration between the Council and the University, following the successful commemoration of the International Day for Tolerance.

Al Jarwan explained that the conference aims to mobilize researchers and academics to produce specialized studies exploring the relationship between hate speech and extremism, and the role of media and national and international legislation in confronting these phenomena. He also praised the involvement of prominent institutions, including the League of Arab States, the Arab Parliament, the Higher Committee for Human Fraternity, as well as various embassies and consulates, reflecting growing global interest in promoting the values of tolerance.

Al Jarwan further underscored the UAE’s pioneering global leadership in promoting tolerance, notably through its instrumental role in the adoption of relevant UN resolutions and the historic launch of the Human Fraternity Documentfrom Abu Dhabi—now considered a global reference in the field.

He highlighted that several conference papers examined successful case studies from Arab countries in developing legislation to counter hate speech. He called for greater exchange of these experiences and announced that, in cooperation with City University of Ajman, the Council will compile the presented research into a scientific volume to be distributed to relevant institutions across the Arab world.

Al Jarwan concluded by emphasizing the importance of soft power—especially embedding values of tolerance in youth consciousness—as a vital tool for safeguarding peace. He stressed that education and scientific research are the foundations of these ongoing efforts.

Throughout the conference, participants presented a diverse range of academic papers and studies aimed at enriching the legal and legislative dimensions of combating hate and institutionalizing the values of tolerance and peace.
